2008-2010 Texas FOP Executive Board

 

Frank Plowick-President

He currently serves as a Sergeant (Day Watch) with the Patrol Division of the Killeen PD, where he was selected as the Supervisor of the Year for 2007. Frank is the President of West Bell County Lodge #32, where he previously served as the State Trustee, 2nd Vice-President, and Vice President. Frank was elected to serve as the State Treasurer in 2002, and reelected to that position in 2004. In 2006 he became the State Vice President. He was elected State President in 2008 at the State Conference in Corpus Christi and is truly “Proud to be FOP!”has been employed by the Killeen Police Department since October of 1996. While still in Active Duty in the US Army, he worked with the Hewitt Police Department as a Reserve Officer. While attending the Central Texas College Regional Academy, he received the Academic Excellence Award and was KPD's Rookie of the Year upon completing Field Training. During his time with the Killeen Police Department he has worked as a Patrol Officer (Midnight Watch), Field Training Instructor, Hazardous Materials Technician and as a Detective with the KPD Organized Crime Division Gang Unit and Property Crime Unit.

Joe Freeman-Vice President

Joe Freeman has served the citizens of Harris County as a Deputy Sheriff for 22 years. In that time he has been assigned to detentions, patrol and the detective bureau where he is currently a Sergeant Investigator in the Homicide Assault Unit.

Joe was elected to the Vice President position at the August 2008 State Conference in Corpus Christi. He has been in the FOP since 1991 where he is a member of Lodge #39. He has served his home lodge as Treasurer, Secretary, Vice President, President and the State Trustee.

 

Judy Thurmon- Secretary

Judy Thurmon was elected as State Secretary at the 2006 at the State Conference in Irving.  Before being elected to this position, she served on the State Executive Board as Second Vice-President and Sergeant at Arms. She has been employed with the City of Tyler Police Department since October 2, 1978. During the past 28 years, she has been a patrol officer, a misdemeanor investigator, and a crime scene investigator. She was promoted to Sergeant in August of 2002 and is currently assigned to midnight shift patrol. She is a charter member of the East Texas Regional Fraternal Order of Police Lodge #51, also known as the "Dirty Dozen". Lodge 51 joined the Texas FOP in 1996.

August 2008 Judy was voted to represent the State of Texas for her second 2 year term as State Secretary.

 

 

 

 

 

Charla Hemerly- Treasurer

Charla Hemerly was elected State Treasurer at the 2006 State Conference in Irving.  Charla currently holds the Treasurer position with her local lodge, Corpus Christi Lodge 27.  Charla also served as President, Vice President, and State Trustee. She has been employed with Corpus Christi PD since January of 1997.  She has worked patrol, warrants, and as a field training instructor and has been assigned to the J.E.T. Gang Unit for the past six years.  She is a member of the Texas Gang Investigators Association, is bike certified and holds an instructor's certificate.Before she came to Corpus Christi, she was employed by the Bexar County Sheriff's Department from September 1993 until December of 1996.

August 2008 Charla was voted to represent the State of Texas for her second 2 year term as State Treasurer.

 

Jason Keathley-2nd Vice President
Jason Keathley has been employed by The United States Treasury Department at the Bureau of Engraving and Printing since October of 2002. He works at the Western Currency Facility in Fort Worth, Texas  where he is a Corporal assigned to the Public Tour Division and is a member of the Honor Guard.

He attended Vernon Junior College before attending the University of North Texas.  He received his Bachelor of Science Degree in Criminal Justice in 1999. He has served as shift steward for his local Lodge, U.S.T.P.A. #50 for five years.  He also served  as the state trustee for the last two years. He was elected as the State 2nd Vice President at the State Conference in Corpus Christi, Texas in August 2008.

 

 

James Bristo- Sergeant at Arms 

James Bristo has served the Dallas Police Department for over 20 years. During that time he has worked in the Southwest, Southeast and Central Patrol Divisions.  James has been assigned to the Bike Squad in the Central Business District.  He has also served with Dallas SWAT and worked undercover in Narcotics. James is currently a Sergeant assigned to the Southwest Patrol Bureau.  He is a TECLEOSE instructor and teaches regularly at the Dallas Police Academy, in-service training and at the Cedar Valley College Academy.

He as been married to Marcy for 17 years and is the proud father of Katie age 15 and future Dallas Officer Jeremy age 13.

 

James has been with the Dallas FOP Lodge 588 from its formation on May 22, 2002. During that time he has served as Station Trustee, State Trustee, 2nd VP and is now serving as 1st VP.  He was elected as the State Sgt-at-Arms at the State Conference in Corpus Christi, Texas in August 2008.

 

 

Sandra Hunt- Chariman of Trustees

Dennis Ward-  Immediate Past President

Dennis Ward served as a Deputy Sheriff with the Harris County Sheriff's Department for over  25 years.  He began his career in March of 1980 and retired August 31, 2005.  He served in many capacities within the department including detentions, patrol, the tactical unit and community services. He was promoted to Corporal in 1984 and then to Sergeant in 1987.  Serving the last 17 years assigned to the Patrol Bureau where his primary responsibility was to evaluate the community's needs, development and provided crime-prevention training for the community. 

Dennis served two terms as President of his local lodge, Harris County FOP # 39.  He served on and later chaired the State Legislative Committee for three sessions.  After serving three consecutive 2 year terms Dennis now serves as the Immediate Past President.  Dennis has lobbied at both the state and national levels working closely with the Grand Lodge Legislative Committee and Congressional lawmakers for member’s benefits and rights.  
Dennis is married to a wonderful lady, Kimberly and they have been blessed with two boys.

 

Ken Stars- National Trustee

Ken Starrs began his law enforcement career in Indiana in 1975, where he first joined FOP.  He moved to Texas as a police officer with the Corpus Christi Police department in 1977.  He helped start the local lodge in Corpus Christi in 1987.  Corpus Christi Regional Lodge #27 is now one of the oldest lodges in Texas and has 235 members.  Ken has served in almost every position at the local level and served as president of the state lodge in 2000.  He recently retired from the CCPD after 26 years.  He is currently a supervisor with the newly organized Port of Corpus Christi Police Department.  Ken Starrs was elected National Trustee in August at the National Conference in New Orleans.
